Describe the issue as plainly as you can, and the action that you would like to take to resolve this. Try to be as reasonable as possible, as this is the best way to resolve the issue. If they are reasonable, this might end the issue in its entirety and you won’t have to do anything else.

If your neighbour is a tenant, you could talk to their landlord about the issue so they can approach their tenant to discuss the issue and ensure it gets fixed. You could also talk to a resident or tenant association if there is one. If you think a crime is being committed, you should also contact the police. This includes if the issue itself is illegal, or the way they are treating you after you raise the issue is violent or threatening.
